1. General considerations of the project:

In Peru, the violence against children and adolescents (hereafter NNA) is a serious problem. Although no official statistics about the extent of violence at the national level and data from various studies reveal that institutions exert an unacceptable level of violence in all areas where children and adolescents should be safe. To address violence against children, Peruvian law has established a National System of Care and Protection of Children (Law No. 26 518) consisting of a set of public and private institutions have to perform actions for the prevention, identification, referral, prosecution of cases and care for child victims of violence.

The World Survey of Violence Against Children, conducted by Save the Children in 2002, aims to develop with national guarantors of rights a multisectoral approach, adjusted to the type of violence and the environment in which it occurs, in which considers the components of detection, prevention, care and protection of victims and capacity building of society and public services, research and data collection to facilitate the development of comprehensive policies.

In that sense, the main problem the project seeks to address the extreme structural vulnerability of the population, mainly children and adolescents, due to the weakness of public policies guaranteeing the protection of children of the Peruvian state coupled with the lack operational capacity of institutional actors to meet the needs and requirements of children and adolescents.

2. Actions of the project:

Objectives .-

The project aims to:

a) Promote the protection of vulnerable children through the generation of response tools, and
b) Strengthening protection systems in Ecuador and Peru.

Action Line

a) Raise awareness among operators, civil society and NNA groups to improve knowledge of the conditions of violence, maltreatment and abuse towards children in the Loreto Region and adolescence, leading to appropriate and timely action through training .
b) Strengthening service operators, civil society and NNA groups, including technical assistance in order to create legal and institutional adjustments to ensure the exercise of the rights of children and adolescents and protection at local government level regional levels.

The technical assistance mentioned above, not only focus on issues of violence, abuse and child abuse made to the service operators, civil society and groups of children and adolescents, but also in other areas such as the formulation of institutional policy proposals, legal initiatives, design and adoption of codes of conduct, operating plans, strategic plans, SWOT analysis processing, reporting to national and international project development and sourcing of funding, support in preparing events, support for enrollment and participation processes to organizations nationally and internationally among other possible activities.

Technical support is important that the project will seek to provide the Regional Committee on the Rights of the Child in the development of the Plan of Action for Children for the Loreto Region which is still pending. The truth is that, unlike other regions, the Loreto region lacks this tool will be useful in protecting the rights of children and adolescents through the consultation of stakeholders. It also seeks to implement the Regional Committee for the Rights of Children and Adolescents in the municipalities of Maynas Punchana and Bethlehem.

The main horizontal lines are considered:

• Social Inclusion and Poverty Reduction: Being addressed as a collective goal of presenting a NNAs most vulnerable (those living in extreme poverty, those with disabilities, those who do not speak Castilian, girls or working children, as they have less ability of defense and state security systems of both countries, are poorly qualified to meet your needs.
• Democratic governance and human rights promotion: The strengthening of social and institutional capacities is a central element, which shows each and every one of the proposals. Such strengthening will take place in part through educational processes on different aspects related to their specific role in prevention and protection, seeking to develop it with a rights and preventing the victimization of the victims.

The project objectives will contribute to:

a) Improve the coordination of social organizations protection services, creating greater opportunities for access to children and adolescents in vulnerable situations.
b) Develop public policies that benefit this sector of the population, strengthening their rights and creating opportunities for consultation where operators can generate proposals for changes in treatment and protection of NNAs.
